Electrical outlets are usually one of the last items in a house to be insulated with foam gaskets.
. . . Does this make a difference in overall heating efficiency?
. . . Yes, yes, and YES!
. . . If your exterior wall outlets are not insulated,
. . . they are little more than a hole in the wall leading outside.

Crevices, cracks are not given the attention they deserve. They cause a lot of heat-a/c loss if left untreated.
Also consider pipes coming into the house; bathrooms, kitchen, heating, cooling-roof vents.
Any break in the exterior can let in (and out) unwanted heat/cold-not to mention critters and insects.

(And depending on the area of the country folks live in; fracking is causing shifting (and earthquakes)
which will unsettle your home and cause it to sink too=more heat-a/c loss.
A lot of "house leveling" companies are popping up in fracking zones. Food for thought.

Thanks Ed!!
